Andre Brown, BSBA, CRS

Andre Brown is a Milwaukee native with more than 20 years of community service experience, including 17 years in case management and employment services. His work has centered on supporting returning citizens and individuals navigating reentry, providing employment and housing assistance, advocacy, consultation, and connections to community resources. Through organizations including Project RETURN and S.M.I.L.E. INC, Andre has built strong partnerships across Milwaukee to expand access to opportunities and help individuals successfully reconnect with their communities.
Andre brings an especially meaningful perspective to his work as an E² Navigator. Drawing on both professional expertise and his own lived experience with incarceration and reentry, he understands the challenges young people may face as they navigate systems, relationships, and the transition back to their communities. He uses those experiences to build authentic connections, advocate for opportunity, and inspire positive change.
Andre is also the founder and president of Citizens for Urban Peace (C.U.P.), a community outreach organization focused on addressing injustice, encouraging dialogue, and promoting peace and awareness. His community leadership has earned multiple recognitions, including Citizen Action of Wisconsin's Community Leadership Award and the Beneath the Surface Award in 2025.
A graduate of Upper Iowa University with a Bachelor of Science in Business Administration, Andre is also a longtime hip-hop artist and performer. Whether through mentoring, advocacy, community leadership, or music, he remains committed to using his experiences and talents to help others recognize possibilities for their own futures.

Kinen Fleming brings experience in criminal justice, workforce development, policy leadership, and organizational performance to his work with S.M.I.L.E. INC. His career has focused on strengthening programs and systems so they work more effectively for the individuals and communities they are intended to serve.
At S.M.I.L.E. INC, Kinen leads performance and evaluation efforts, helping ensure programs remain aligned with organizational goals and produce meaningful community impact. His areas of expertise include implementation strategy, continuous improvement, quality assurance, executive reporting, and cross-agency collaboration. He also works to align grant-funded initiatives with broader organizational priorities and uses data and performance insights to identify opportunities for improvement.
Kinen's systems-level perspective complements the relationship-centered work of the E² Navigator team. By examining how programs are implemented, how organizations work together, and where processes can be strengthened, he helps create the infrastructure needed to support consistent and effective services. His background across criminal justice, workforce development, and policy also provides valuable perspective when working across agencies and systems with different responsibilities and priorities.
Kinen holds a Master of Business Administration and approaches his work with a focus on strategy, accountability, collaboration, and measurable improvement. His goal is to turn information into actionable insight—helping programs continually learn, adapt, and strengthen their ability to serve youth, families, and communities.
Lance Pitts, BS, MBA

Lance Pitts brings a combination of business education, social services experience, and a longstanding commitment to community service to his work as an E² Navigator. Born in Kalamazoo, Michigan, and raised in Milwaukee, Lance attended John Marshall High School, where he played varsity basketball for four years. He continued his academic and athletic career at the University of Wisconsin–Waukesha, earning an associate degree while playing collegiate basketball.
Lance later earned his bachelor's degree in Business Management from Concordia University. While pursuing his education, he began building a career in social services, gaining experience in residential treatment, education, and case management. His professional background includes serving as a case manager for Milwaukee County, where he developed experience helping individuals navigate services, overcome barriers, and identify opportunities for moving forward.
Mentorship has played an important role throughout Lance's own life and continues to shape how he approaches his work with young people. He understands the difference a consistent, supportive adult can make and brings that perspective to the relationships he builds with youth. His approach emphasizes connection, accountability, encouragement, and helping young people recognize their own strengths and potential.
Beyond his professional work, Lance has contributed his time and energy to several nonprofit organizations throughout the Greater Milwaukee area. His commitment to youth and community reflects a principle passed along by one of his mentors and one that continues to guide him today: leave the world in a better place than you found it.

LaToya Williams brings more than 25 years of experience working with individuals and families across a variety of professional and community settings. Throughout her career, she has served as a case manager, trainer, supervisor, and human resources manager, developing a broad skill set in leadership, relationship-building, problem-solving, and helping people navigate complex systems.
As Lead E² Navigator with S.M.I.L.E. INC, LaToya brings that experience to supporting youth and families through periods of transition. She is passionate about creating meaningful connections, identifying practical solutions, and providing a steady source of support when circumstances feel complicated or overwhelming. Her approach combines careful attention to detail with an understanding that every young person's situation, experiences, and goals are different.
LaToya is particularly skilled at "connecting the dots"—helping people make sense of systems, resources, responsibilities, and next steps so that challenges become more manageable. She has been recognized throughout her career for her ability to turn difficult situations into positive outcomes while maintaining high standards for herself and the people she serves. For LaToya, effective support begins with listening, understanding the full story, and working alongside people to identify solutions that fit their individual needs.
Outside of her professional work, LaToya enjoys event planning and decorating, spending time with her family, and finding opportunities to give back to her community.
